전국 50여 상조회사 통합 관리하는 ‘미래상조119(주)효마음’

전국상조협회 송기호 회장, “구제 없이 회생은 없다”

한국의 장례문화는 유구한 전통과 역사를 자랑한다. 한반도에 고구려와 백제, 신라와 가야가 서로 각축을 벌이며 중국과 왜(일본)를 비롯한 여러 나라와 동아시아에서 국제관계를 형성하던 시대부터 왕권 강화의 수단과 상징으로 활용해 왔다. 특히 왕족을 비롯한 귀족층의 대형 무덤에는 각종 부장물과 벽화, 공예품 등이 설치되어 그 규모와 화려함을 엿보게 한다. 하지만 현대에 와서는 더 이상 주검을 땅에 묻는 매장 형식이 사라지고 분토를 쌓는 일조차 없어져 장례문화는 보다 현실적이고 간편하게 변화하기 시작한다. 정치, 사회적 지위를 과시하고 이승에서 안락한 생활을 저승에서도 계속 이어가길 바라는 의식 또한 종교의 전파와 전래로 의식을 달리하고 있다.

현재 한국 사회에는 약 300여 개가 넘는 상조회사가 들어서고 300여만 명의 상조회원과 약 5만여 명의 종사자들이 활동하며 장례문화를 새롭게 쓰고 있다. 무엇보다 가정의례를 상품으로 하고 있는 전문 상조기업들이 생겨나면서 사회 공헌 활동도 활발히 전개되고 있는 가운데 보다 안정적인 운영 시스템을 구축하며 폭넓은 장례 서비스를 제공하고 있다. 이러한 때 지난 2007년 7월 전국상조협회 송기호 회장이 기획과 관리, 영업, 행사 등을 총 망라한 상조시스템을 구축하면서 금융결제원 CMS망과 연결해 현 미래상조119(주)효마음(http://www.sangjoi.com/ )의 전신인 상조이행보증(주)를 설립하게 된다.

이후 2009년 4월에 현재와 같은 ‘미래상조119(주)효마음’으로 개칭하고 장례 상품과 웨딩상품, 돌 상품, 회갑이나 칠순 상품. 교회단체 상품 등을 출시하며 인지도를 넓히게 된다. 이어 2012년 4월, ‘상조피해구제단 기자 발대식’을 개최하며 대기업 상조회사 M&A를 위한 인수위와 전문 경영팀을 구성해 제1회 청록파와 함께 전국시낭송대회를 주최하는 등 4·11 총선 후보자 상조법안 관련 공개질의서를 발송하게 된다. 또한 상조업체 피해구제를 위해 피해 상담 접수는 물론 상조보험과 상조회원 가입 피해자 구제, 집단소송 등을 도맡아 처리하게 된다.

통합 상조 관리하는 ‘미래상조119(주)효마음’

송기호 회장이 운영하는 ‘미래상조119(주)효마음’은 생명보험 영업방식과 조직체계를 갖추고 전국 5만여 상조 종사자들과 더불어 신뢰 받는 행사관리를 진행하는 법인회사다. 이들은 오랜 경험과 노하우를 축적하고 수십 년 동안 탄탄한 성장을 보이고 있는 보험회사와 같이 특유의 시스템과 기반 마련으로 성공가도를 달리고 있다. 상조 가입 회원들을 우선으로 생각하며 한 사람의 피해자도 나오지 않도록 만반의 태세를 갖추며 종교적 차원에서 구제하고자 하는 사명을 이행하고 있다.

송기호 회장은 “미래상조119(주)효마음의 경영이념은 먼저 ‘신뢰 받는 행사 관리’다. 이곳에서는 고인의 슬픔을 함께하며 유가족들에게 쾌적하고 청결한 시설을 이용할 수 있도록 행사를 안내한다. 무엇보다 저렴한 장례비용과 질 좋은 서비스로 21세기 한국의 선진국 장례문화를 선도해 나아가고 있다. 또한 ‘투명한 부금 관리’를 실천하고 있다. 당사 회원들의 안전한 회비 적립과 원활한 장례 서비스를 위해 상조법안관련 할부거래에관한법률 제27조1항에 의거해 소비자 피해보상보험계약에 따른 선수금 예치계약을 신한은행에 하고 있다. 이는 ‘신개념 상조문화’를 창조한다는 목표에 의해서다”고 소개한다.

현재 이들은 모래상조(주)를 인수 합병하고, 재단법인 전주공원묘원(전북 진안) 분양과 더불어 창영의전(주)를 인수 합병했다. 또한 개인택시 영업 사업부 운영과 파묘/이장 사업부를 운영하며 GMB TV는 물론 (사)민들레포럼, 평화사회복지관 등을 후원하고 있다. 특히 2013년 2월 들어 금천교회를 비롯해 화순동면 제일교회와 업무를 제휴하고 광주지역 19개 장례식과 협약서를 체결했다. 이어 광주 참좋은교회와 연합교회(Union Church), 강변교회, 아비교회, 창대교회, 남광주교회, 광평교회, 새로나추모관, 광주진주교회 등과 업무제휴를 맺어 장례 서비스의 안정과 수준을 향상시키고 있다.

역동적으로 움직이는 전국 장례 사업소

미래상조119(주)효마음은 서울시 서초구 방배동에 위치하고 있다. 상담전화 ‘1661-8119’를 개설해 언제든 고객의 사연을 접수하고 곧바로 행사에 차질이 없도록 준비한다. 이들은 장례·행사를 위해서도 ‘1661-4119’를 곧바로 연결될 수 있도록 특별히 제도화해 보강하고 있다. 팩스로는 ‘070-4032-0119’와 ‘070-4009-3119’를 개설해 원활한 상담을 돕고 있다.

전국상조인연합은 물론 상조사업의 활성화를 위해서도 물심양면 노력을 아끼지 않는 이들 미래상조119(주)효마음은 향후 아시아 지역으로 사업을 확장하는 계획도 세우고 있다. 하지만 현재는 정부와 의견 충돌을 빚고 있어 적극적으로 극복하는 일이 우선이다. 또한 도산 위기에 처한 상조회사 30여 곳을 인수 합병해 그동안 상조 피해를 입은 회원들을 구제하고 원만한 해결을 위해 새로운 길을 개척하고 있다.

미래상조119(주)효마음과 전국상조협회장을 동시에 역임하고 있는 송기호 회장은 지난 2월에 열린 ‘제2회 상조회사 윤리경영 선포식 및 발전포럼’에서 정부 공정위의 상조업계에 대한 내비게이션 역할을 종료할 때가 되었음을 일깨우며 상조인 역시 자발적으로 상조산업에 뛰어들어 체계적이고 효율적인 운영을 하는데 열정을 쏟을 것을 강조했다. 무엇보다 가장 심각한 현안에 대해 송 회장은 “할부거래법이 야기한 상조대란을 맞아 정부도 이제 상조업에 대해 새로운 인식의 전환이 필요하다”고 지적하면서 “시장흐름을 제대로 읽어서 상조업계를 새롭게 정립해야 한다”고 일갈했다. 또한 상조업이 자립의 길을 걸어가기 위해서는 “공인된 상조단체가 필요하다”고 힘주어 강조했다.

상조대란 이후 상조산업이 지향해야 할 점?

고도의 성장 이후 상조산업은 현재 위기를 맞이하고 있는 실정이다. ‘상조대란’이란 말이 항간에 떠도는 것처럼 많은 상조회사들이 대책과 대안 없이 공정위의 정책대로 흘러가고 있다. 아쉬움이 많은 실정에서 상조업계 피해자 발생이 거의 50만 건에 달하고 있다. 이러한 가운데 전국상조협회 송기호 회장은 정부가 만든 ‘상조업의 할부거래법’의 문제점을 지적하고 나섰다. 입법을 해두고도 중요 사안에 대해 사업자들에게 설명 한 마디 없이 일방적인 통보만 하고 있는 정부에 대해 대책과 방안을 요구하고 나선 것이다.

“이러한 상황에서는 결국 소비자만 피해를 보고 있다. 사업자 보호도 해야 하는데 오히려 범죄자로 몰아가고 있다. 정부는 할부거래법이 대안이라고 생각하고 제시했는데 이는 상조업계를 부도나게 하는 ‘악법’이 아닐 수 없다. 빠른 시일 내에 실질적인 구제책이 나와야 한다. 서로 공생하고 소통하는 관계 속에서 상조산업이 발전을 할 수 있다. 하지만 현실은 상조 피해자가 50만 명 외에 문 닫은 업체 또한 217곳이나 된다. 상조산업 실업자가 2천 명이 넘어서는 것도 있다. 따라서 현시점에서는 구제가 곧 상조산업의 회생의 길이라고 본다”고 우려 섞인 목소리를 드러낸다.

이어 그는 “우선 부도난 회사의 소비자를 구제 하는 일과 실직된 영업자, 사업자들을 구제하는 것이 곧 소비자 피해를 막는 지름길이다. 즉 3가지 측면인 소비자 구제, 영업자 구제, 사업자 구제가 상조 업계를 살리는 방법이다. 구제 없이 회생은 없다. 그래서 슬로건을 소비자 구제, 영업자 구제, 사업자 구제로 걸었던 것은 구제가 있어야만 기존 상조업계가 없어지지 않고 살아남을 수 있다. 소비자, 영업자, 사업자 모두를 구제하고 돕는 것. 그것이 되어야 소비자 피해를 막을 수 있다. 발전은 그곳에서 출발한다”고 덧붙인다.

하지만 무엇보다 상조회사 50여 개를 통합 관리하는 ‘미래상조119(주)효마음’은 우리나라 고유의 전통 미풍양속을 이어온 상조문화 전수의 일인자로서 우선 대중의 신뢰를 회복하는 것을 가장 큰 급선무로 꼽고 자정 노력을 기울이고 있다. 일부 부도덕한 상조회사로 인해 대중들의 질시를 받으며 외면당하고 있는 상조산업이 보다 ‘어려울 때 힘을 주는 이웃’으로 거듭나기 위해 새로운 결심을 할 것을 촉구한다. 국민이 안심하고 이용할 수 있는 건전한 서비스업으로 성장해야만 미래가 있음을 강조한다.

Korea’s funeral culture boasts its time-honored tradition and history. It was used as a means and symbol of strengthening sovereignty since the time of Goguryeo, Baekje, Shilla and Gaya in the Korean Peninsula in their mutual competition of forming international relations of East Asia with China, Japan and other countries. Especially, in large-sized tombs for the nobility including royal families was installed every kind of burial goods, wall pictures and artifacts suggesting its size and splendor. In modern times, however, there are neither forms of burying bodies in the ground nor even a built burial mound any more, starting to bring change to funeral culture more realistically and conveniently. Currently, there are over three hundred funeral service companies with a three-million membership and fifty thousand employees who are writing a new culture of funeral rites. Among others, with the advent of professional funeral services which deals in family rites, they are providing a broad range of funeral service by constructing a more stable operating system coupled with active social contributions. In the meantime, in July 2997, Song Gi-ho, president of Korea Sangjo Association, established Sangjo Performance Bond, Inc., which has now become Mirae Sangjo 119 Filial Piey (http://www.sangjoi.com), by connecting CMS network of the Korea Financial Communications & Clearings Institute when he constructed the funeral service system covering all of planning, management, sales, events, etc. Then in April 2009, he renamed it into the current ‘Mirae Sangjo 119, Filial piety Inc.’ and broadened the name recognition by launching goods for funeral service, wedding, one’s first, sixtieth and seventieth birthdays, church organizations, etc. Then, he embarked on a welcoming ceremony for reporters of relieving victims from funeral services in April 2012 composing a transition committee and a professional management team for M&A of large funeral services. He held the first nationwide poem reciting contest ‘Together with the Turquoise Sect’ and sent out an open written inquiry to April 11 general election candidates with relation to the bills of professional funeral service. What should funeral service industry aim after the turbulence?

After its high growth, funeral service industry is currently facing a crisis. As rumor has it about ‘‘turbulence of the professional funeral service,’ many companies in this line are giving away to the policies of the Fair Trade Commission without any countermeasure or alternative of their own. In these hard circumstances, there have been nearly 500 thousand cases of victims happening within the funeral service industry. In the meantime, Song Gi-ho, president of Korea Sangjo Association, came out to indicate the problems of ‘allotment transaction act of funeral industry’ made by the government. He asserted himself by requiring a countermeasure and plan from the government which had been simply notifying operators about important matters one-sidedly without giving them a single word of explanation even after enacting legislation.

“Under these circumstances, it is the customers who must suffer damage after all. There is another need to protect the business persons but they are just being regarded as a criminal. The government has proposed the allotment transaction act as an alternative but this is ‘a bad law’ that must lead the funeral service industry to bankruptcy. Some practical relief measure must come as soon as possible. Only through the relationship of symbiosis and communication can funeral service industry make advance. As it is, however, there are not only 500 hundred thousand customers who suffered loss but as many as 217 companies have gone under, too. Of late, the industry has made two thousand persons jobless. Therefore, at the current situation, I think relief is the way to restore the funeral service industry to life,” he worried. Then, he adds, “First of all, it is the shortcut to stopping the customer damages to relieve the customers related to bankrupt companies and business managers and operators who have lost their jobs. That is, relief of the three ? consumers, business managers and operators ? is the way to restore the funeral service industry to life. There is no restoration to life without relief. Only with relief can the existing funeral service industry remain alive instead of disappearing. That’s why I put up the slogan for relieving consumers, business managers and operators. We can only keep from the customer damages by relieving and helping all of consumers, business managers and operators. From there starts advance.” Currently, however, ‘Mirae Sangjo 119 Filial piety Inc.’ in consolidated management of over 50 funeral service companies is giving its best self-cleansing effort considering it the most urgent thing to recover the trust of the masses as the leader of initiating funeral service culture that succeeds to the traditional long-established and fine custom of our country’s own. The company urges the funeral service industry, which is receiving a cold shoulder from the public because of some immoral companies, to make a new decision in order to be born again as ‘a neighbor who can stand by in their difficult time.’ The president emphasizes that they only have the future only in building up as a healthy service industry that can be reliably used by the people.
