15th of September 2011, there was the huge circulation outage throughout the whole country and the entire responsibility for that went to Korea Electric Power Corporation (KEPO). Korea is the strong country within the top 10 but people still worry the electric power status all the time. However, the National Electricity Trade Union that had pointed out the problem against the government for a long time and KEPCO that had held the pain for that issue don¡¯t do that any longer somehow. By that, the National Electricity Trade Union is insisting that the raising of the industrial electricity fee can make Korean citizen use the electric power without a worry as a general concept. The reason why it is not easy to change now is we are unconditionally following the advanced country.


Electric generating corporation is under private hands? The charge would be 3 times than now!

Committee commissioner Kim Ju-Young¡¯s first word was ¡°The first thing is to know the circumstance of the electric power industry now in Korea¡±. He said that there is an error in the national electric power industry system and the charge system. Also, Korean government is taking a method that might cause a false, according to him. Committee commissioner Kim talked about the serious problem of the current electric trade regulation that makes unfair profits like several hundred million won every year to private generating company, which is associated with a bid company, on the other hand, KEPO and their generating company lost lots of money. Besides, he talked about another mistake, which is the current regulation lets district electric businessmen provide the electricity with 60% of actual money on the whole district electricity, so that they could sell them back to KEPO and let KEPO be in charge of the money loss from district electric businessmen. Nonetheless, the special committee of the changing the system of the public facility, the labor-company Committee in 2004 suggested to stop changing the system with a conclusion that the change of combination in electric power industry has plenty of risk compared to the expectable profits and the government accepted it. If we look at some examples of advanced countries such as the UK, California in the states and Ontario in Canada used to have market system in electricity once and they went through all the side effects later on. For that reason, Committee commissioner Kim said, ¡°If we have that market system in electricity, the charge would be tripped than we pay now. Making it a private corporation regulation is only for the big company¡¯s profit, therefore, electric traders and generating companies have to be unified to KEPO, then it will be right to in stable provision and public benefit.

Unavoidable to raise the fee unless the electricity charge of industrial usage is stabilized

A person who is related to the electric power department of The Ministry Knowledge Economy informed us that the electricity bill of industry is just reaching at 62% (106.5 dollars) of OECD standard by 2010. This is becoming the chance to take a reasonable moral hazard.¡±

The separated competition is a way out of public benefit and efficiency from every angle in terms of people would pay more.
