선진 시민의식으로부터 시작된다

대한민국이 선진국이 되는 길은 국민 스스로가 국가의 주인이라는 셀프 리더십을 갖고 시민의식을 높이는 것이다. 이에 한국선진화포럼은 정직, 배려, 준법의 사회적 덕목을 바탕으로 성숙된 시민의식을 확산, 국가발전의 새로운 기틀을 마련코자 발족되었다. 이배용 특별위원장은 대한민국의 1인당 국민소득이 2만 달러를 넘어선지 오래지만 우리 국민의 의식이 함께 성장했는지 살펴보아야 한다고 강조한다. 국민들의 성숙한 의식 고취를 위한 한국선진화포럼의 역할과 비전을 들어보았다.

동반성장하는 대한민국

한국선진화포럼은 대한민국의 선진화 정책을 종합적으로 연구, 제언, 전파하고자 2005년 9월, 남덕우 前국무총리와 뜻을 함께한 200여 명의 지식인들이 모여 설립된 단체다. 자유민주주의, 시장경제, 복지국가의 바탕 위에서 부강하고 자유로우며 공평하고 안락한 나라를 만드는 것을 목표로 하는 한국선진화포럼은 여전히 선진국의 문턱을 넘지 못하고 있는 정치, 경제, 사회적 원인과 그 문제 해결책에 관해 광범위한 연구를 진행하고 있다. 또한 정책 제언을 정부를 비롯한 뉴스미디어, 학계 및 사회단체에 건의하는 등 폭넓은 활동을 전개하고 있으며 선진화를 이해하는 국민이어야 선진국의 주역으로 살아갈 수 있다는 문제인식을 갖고 시민의식 선진화 운동에 앞장서고 있다.

한국선진화포럼 특별위원장으로 선임된 이배용 특별위원장은 이화여자대학교 총장을 지내고 국가브랜드위원회 위원장으로 활동하며 이미 여성 지도자로서의 그 역할을 충실히 해낸 바 있다. 그는 지금 대한민국은 선진화를 통해 진정한 리드국가로 발돋움해야 하는 중요한 시점에 당면했다며 정부의 정책도 중요하지만 우리 국민들의 의식이 선진화 되어 동반 성장할 수 있는 기틀을 마련해야 한다고 강조했다. 국민 스스로의 가치와 의식이 성숙했을 때 비로소 대한민국은 진정한 의미의 선진화를 이루는 것이고 이 모든 것을 총괄적으로 지휘하는 것이 바로 선진화포럼의 역할이다. 이 특별위원장은 정직과 배려, 준법의식 함양을 통해 국민성을 반듯하게 세워 전체 국가의 품격을 상승시키겠다는 포부를 밝혔다.

시민의식 성숙과 문화 선진화

우리는 빠른 속도로 경제 성장을 이뤘지만 실력과 인성의 균형과 조화를 충분히 이루었는지 생각해 볼 필요가 있다. 국민 개개인 모두 적극적으로 주인의식을 갖고 그러한 의식을 확산시켜 나가야 한다고 말하는 이배용 특별위원장은 시민의식의 가장 기본적인 것은 ‘주전자 의식(주인의식, 전문가 의식, 자신감)’이라고 덧붙였다. 그는 또 약자에게 베풀고 사랑을 실천해 세계 평화와 일류애를 확산하는 나라가 진정한 의미의 선진국이라며 다양한 선진화 운동을 통해 국민의 의식 확산에 앞장서겠다고 밝혔다.

또 하나, 이 특별위원장은 문화를 통해 인류가 완성된다며 문화로 감동을 주고 역사로 소통하며 공감을 통해 치유와 희망을 나눌 수 있다고 강조했다. 그는 헌정사상 첫 여성 대통령 당선을 지켜보며 아름다운 감성과 섬세함을 바탕 한 문화 대통령으로 거듭나길 바라며 그로인해 대한민국을 문화강국으로 성장시켜 주길 당부하기도 했다.

선진화포럼의 궁극적인 목표는 인간의 삶 속에서 유해한 것들 즉 이상과 현실을 합리적으로 잘 조율해 국민 의식 성장시킴에 있다. 이미 여성 대통령 당선 자체로도 의식이 선진화 대열에 합류해 가고 있다고 강조한 이배용 특별위원장, 모든 국민에게 균등한 기회를 주어 세상의 폭을 넓이고 소프트파워를 키울 수 있는 대한민국으로 발돋움할 수 있는 초석을 다지길 바라본다.

그는 마지막으로 국가는 국민을 지켜야 하는 위무를 다하고 안전이 보장되는 나라, 국민이 행복한 나라를 만들기 위해 사건, 사고, 재난으로부터의 대책을 강구해 줄 것을 촉구했다. 더불어 선진화포럼 특별위원회에서 이런 사회 전반적인 선진화를 위한 사업들을 추진해 경직된 사회를 벗어나 밝은 대한민국을 만들기 위해 애쓰겠다고 밝혔다.

Advancement of Korea Starts from Mature Civic Awareness

Korean need to raise civic awareness in order to rise to an advanced nation. For this, Korea Forum Progress was established to lay the foundation for national progress by spreading mature civic awareness based on honesty, consideration and law-abidingness. Lee stressed out we need to consider our civic awareness as a nation's per capita income has already surpassed 20,000$. PowerKorea interviewed her to hear the organization's role and vision.

Growing Together Korea!

Korea Forum Progress was established to make, suggest and spread policies on advancement of Korea by Nam Deok-woo, the former prime minister and 200 other intellectuals in September 2005. With a goal of building a fair and rich country based on principles of free democratization, market economy and welfare state, widespread studies on political, economic and social cause, which had prevented the country from raising itself to a developed nation and the solutions on it.

Also, it has conducted a wide range of activities to suggest policies to not only the government but also news media, academic circle and social organization. It has led to carry out various movements to advance civic awareness to help people to understand the advancement of the nation.

Lee was the former president of Ewha Womens' University and the chairman of Presidential Council on Nation Branding. She has carried out her duty faithfully as a female leader. She said it is the right time for Korea to rise as a global leader through advancement. Mature civic awareness is greatly required to achieve this. Only when people's value and awareness mature, the nation can accomplish achievement in a true sense and it is the role of the organization to generally manage all these.

She expressed her hope of enhancing the nation's dignity by developing honesty, consideration and law-abidingness of national citizens.

Maturity of civil awareness and cultural advancement

Despite of its rapid economic growth, we need to consider whether people have balanced and harmonized their abilities and personalities. She added there are 3 basic principles to gain mature civic awareness. That is Ownership, Professionalism and Confidence. She also said the nation which spreads world peace and love for human kind by practicing love for the underprivileged is a truly advanced country. She added culture has a power to move others and history can heal and share the hope through communication and empathy. Seeing the significance on cultural power, she asked the first female president to develop Korea a cultural powerhouse.

The ultimate goal of the organization is to raise civil awareness by balancing between ideal and reality. According to her, Korea has been already on its way to join the group of advanced countries seen from the election of the female president. We hope the organization would lay the foundation to make Korea where opportunity is equally given to all people and soft power is encouraged to be developed.

At last, she called on the government to come up with measures to guarantee safety and protect people from accidents and natural disasters. She said the special committee would make its effort on making a brighter Korea by pushing ahead with projects for advancement across general matters within the society.
