하늘이 예비한 대망의 길을 걷다
경남 합천에서 태어난 박판제 이사장의 6대조는 숭정대부 동지중추부사를 지냈던 인물이며, 고조부는 500여석 명망 있는 지주였다. 그의 조부는 기울어가는 나라를 떠받치고자 구한말 세 차례에 걸쳐 과거에 응시했으나 낙방하고 만다. 당시 고종의 자문 역할을 하던 헐버트의 회고록에 의하면 “집권층 자제들이 과거에 급제하기 위해서는 150량의 돈이 들었다”고 하니 지방 유생이 제 아무리 뛰어난 이라도 급제는 어려운 일일 수밖에 없었다. 뜻을 펼치지 못한 조부는 불의와 타협하는 대신 동학의 의병장이 되었고, 하동전투에서 31세로 장렬히 전사하게 된다. 이후 크게 가세가 기운 가운데, 중학교 진학마저도 어려워진 박 이사장은 우연히 이탈리아 독립운동가의 일화를 접하게 된다. “ 한 이탈리아 독립운동가가 실망과 좌절 끝에 스스로 목숨을 끊으려 3발의 총탄을 준비했다고 합니다. 숙소에서 머리에 총구를 대고 방아쇠를 당겼지만, 첫 번째와 두 번째 모두 총탄은 불발이었죠. 이상히 여긴 그가 천정을 향해 3번째 방아쇠를 당기자 ‘탕’하는 총소리가 울렸습니다. 그제야 그는 ‘신이 나로 하여금 여기서 죽게 내버려 두지 않는구나’라고 깨닫고, 더 큰 일을 해낼 수 있었습니다.” 여기서 현실에 타협해 농사꾼의 삶을 살아가는 것보다 더 넓은 세상을 향한 대망을 품는 것이 자신에게 주어진 운명일 것이라는 깨달음을 얻은 박 이사장은 15세의 어린 나이에 부모님의 만류를 뒤로 하고 상경하게 된다. 서울역에 도착하자마자 불량배들에게 여비를 모두 털려버리고, 예정했던 사환자리 취직마저 불가능해진 그는 우연한 기회로 남산직업소년학교를 소개받을 수 있었고, 낮에는 구두를 닦고 밤에는 야간중학과정을 공부하는 생활을 하게 된다. 중 2학년 가을, 우연히 길에서 마주치게 된 고향 선배의 소개로 공군인쇄소 서울연락사무소 사환으로 취직하게 된 행운을 잡았지만, 열악한 환경과 고된 생활 속에 폐결핵을 앓기도 했던 박 이사장, 그러나 8개월여 만에 기적처럼 완치될 수 있었고, 야간고의 명문이었던 덕수상고에 진학하기에 이른다. 그로부터 1년 뒤 서울사무소의 소장이 사임하게 되자 소장대행의 기회를 얻기도 했으나, 얼마 안 가 연락소가 폐지되는 상황에 처하게 된다. 그러나 공군인쇄소 간부들의 배려로 졸업할 때까지 한시적으로 연락소가 유지되게 되었고, 그 기회를 잘 활용 열심히 공부한 결과 그는 고려대학교 상대에 합격하게 된다. 합격소식에 그를 알던 모든 이가 기뻐해 마지않았던 그 겨울, 유난히 푸른 하늘이 빛났던 이 날이 바로 이후 대한민국 재정과 경제개혁을 이끌 한 인물의 출발점이었다.
‘발상의 대전환’ - 창의력으로 일궈낸 혁신의 발판
1963년 대학 3학년때 공인회계사 시험에 합격, 이듬 해 ROTC 경리장교이자 육군중앙경리단 징수계장에 임명된 박 이사장은 창군 이래 육군소위로서는 최초로 육군본부정책회의에 참석했으며, 육군통합회계제도 도입에 관한 대토론대회에서 최우수상을 수상하는 등 그 역량을 인정받게 된다. 제대 후 3시간 남짓한 수면시간을 제외하고는 책상 앞에서 떠나는 일이 없을 정도로 공부에 매진한 그는 두 번의 도전 끝에 행정고등고시에 합격한다. 1970년대 초, 청와대 부실기업정리 총괄반장으로 부임한 그는 2년여 동안 55개 부실기업을 정리하고 철강 자동차 조선 P.V.C 수산업 등의 업종에 대해 통․폐합 등 대대적인 구조조정을 통해 경제발전의 기틀을 다졌으며 기업이 망하면 기업인도 망한다는 기업과 기업인의 공동 운명체 의식을 정착 시키려 했다. 또한 재무부 증권과장 시절에는 49개의 증권시장 상장사를 400여개로 확대했으며, 이미 포화상태에 이르렀던 명동의 증권시장을 오늘의 여의도로 이전하는 등 증권시장 발전에 기여했다. 국보위 재무분과위원 시절 박 이사장은 ‘9.27 기업체질강화대책’을 발표해 대기업의 비업무용 부동산과 방대한 계열기업을 대폭 정리케 하여 주력 기업을 적극 육성토록하고, 주식회사 외부감사에 관한 법률을 제정케 함으로서 공인회계사에 의한 외부감사제를 최초로 도입하게 했다. 이러한 일련의 정책이 가진 중요성은 경제민주화가 주요 정치적 쟁점으로 부상한 현재에 이르러 더욱 부각되고 있다. “호치민은 월남 통일 후 ‘가난한 자는 부유하게, 부유한 자는 더욱 부유하게 하라’고 말했습니다. 국제 경제 환경이 극도로 어려워진 현 상황에서 대기업 활동이 위축되지 않도록 여러 방면에서 배려하되 중소기업 업종에 대한 대기업의 지나친 참여를 억제하고, 납품단가를 현실화 하는 등의 정책을 통해 중소·벤처기업을 적극 육성해 나가야할 것입니다.” 박판제 이사장의 활약은 청와대 대통령 사정비서관 시절로 이어진다. 그는 청탁배격운동과 의식개혁운동을 전개했으며, 부정선거는 정권의 존망을 담보한다는 역사적 경험을 대대적으로 홍보함으로써 공명선거 정착에 획기적으로 기여했다. 실제로 1950년 48개 정당의 난립과 과열선거는 6.25의 참상을 불러왔으며, 관권 부정선거는 4.19 자유당정권 붕괴로 이어졌다. 공화당 말기 ‘5당4락’이라는 말을 낳기도 했던 금권선거는 10.26 공화당 정권 붕괴로 이어진 바 있다. 집권당 후보의 구속조차도 서슴지 않는 그의 개혁 의지는 공명선거의 정착으로 이어졌으며, 이는 지금까지도 부정선거가 엄두도 낼 수 없는 계기가 되었다.
“미래는 환경과 디자인이다”
자리에 개연치 않고 발휘된 그의 능력은 86아시안게임과 88올림픽을 앞두고 다시 부상한다. 세계 언론이 주목한 대한민국의 환경문제를 해결하기 위한 적임자로 지목된 것이다. 그가 환경청장으로 부임한 당시는 급속한 경제성장에 초점이 맞춰져 아직까지 환경문제의 심각성에 주목하지 않았던 시기였다. 그러나 올림픽 개최를 즈음하여 북한에서는 서울의 공해문제를 전 세계에 선전하고 있었고, 국내에서도 운동권 인사들에 의해 공해상황이 지속적으로 고발되고 있었다. 그러던 와중 서해지역 산성비 측정치가 신문에 보도되며 여론이 들끓기 시작했다. 이에 박 이사장은 국무회의에서 “제가 입만 열게 해준다면 적극적 홍보 계도를 통해 돈 한 푼 안 들이고 환경오염의 60~70%를 해결하도록 하겠습니다”라고 절절한 심정으로 호소한다. 그의 말을 들은 당시 노신영 총리는 “청장이 힘이 모자란다니 우리 힘을 합쳐 문제를 해결해봅시다”라고 지원을 약속했고, 그는 천군만마를 얻은 기분이었다. 이후 박 이사장은 ‘더 맑게, 더 푸르게’를 청훈 겸 환경표어로 삼고 전 국민적 참여를 유도함으로써 환경에 대한 인식의 근본적 전환을 이끌어냈으며, 본청 국을 신설하고 6개 지방청과 환경관리공단, 팔당 임호연구소 등 조직을 대폭 정비하여 환경행정의 추진 체계를 확립한다. 특히 ‘무연 휘발유’와 ‘저공해 자동차 생산보급’은 그가 가장 심혈을 기울였던 정책이었다. 당시 막강한 영향력을 가지고 있던 자동차제작 3사의 저항과 집요한 로비는 물론, 짧은 준비기간과 막대한 준비소요 비용 등으로 심한 어려움을 겪었던 그였으나 단호하고도 강인한 추진력으로 이를 달성함으로써 우리나라에 저공해자동차 시대를 열게 된다. 또한 당시 내수차와 수출차를 차등을 두고 있던 것을 동일 기준으로하게하고 미국차량 수준에 맞춰 생산하도록 함으로써 장차 대두될 환경오염과 수출문제를 일거에 해결하기도 했다. 박 이사장은 향후 100년 이상 사용 가능한 650만평에 달하는 김포 쓰레기매립장을 확보함과 동시에 장차 통일에 대비하여 영종도, 강화도, 진도, 율도 등 4개 도서를 연결하여 향후 300년 이상 반영구적으로 사용가능한 수도권 쓰레기매립장을 확보함으로써 국내 환경정책 발전사에 빛나는 금자탑을 쌓았으며, 이러한 공로로 ‘20세기를 빛낸 환경인 상’을 수상하기도 했다.
그는 퇴임이후에도 그 나름의 특유의 행보를 한다. 3년간 일체의 대외관계를 단절하고 연수원에 입교한 것으로 간주하고 매일 조식 후 정장을 하고 서재에 들어가 인류가 어떻게 살아 왔는가 역사, 그 역사 기간 동안 인류가 어떤 가치 추구를 해왔는가 철학, 역사와 철학이 미치지 못하는 형이상학의 종교, 종교를 부인하는 유물사관 이 4개 분야 350여권 (한글성경, 영어성경완독 포함)의 독서를 하면서 사고의 폭을 넖혀 왔다고 자부한다.
14대·15대 총선에 무소속으로 출마했으나 뜻을 이루지 못한 박 이사장은 국제산업디자인대학원의 학장 제의를 받게 된다. 디자인이야말로 선진국 진입의 요체라고 예견한 그는 디자인의 범위를 대폭 확대하는 한편, 사회적인 인식 개선을 위해 동분서주하기 시작했다. 상품의 경쟁력은 기획력과 기술력에 디자인력이 가세돼야 우위를 선점할 수 있다는 점을 내다보았기 때문이다. ‘디자인은 국가경쟁력의 최후의 승부처’라고 본 박 이사장은 “창의적 인간, 상상력이 풍부한 디자이너 한 명은 굴뚝 없는, 공해 없는 공장이다”라는 철학으로 다양한 혁신적 행보를 감행한다. ‘뉴 밀레니엄 과정’과 ‘뉴 비전 과정’을 신설해 오너급 300여명, 전문경영자 및 중소기업자 400여명을 배출했으며, 이는 IDAS KOREA 동창회 발족과 디자인 강국 운동으로 이어졌다. 또한 이를 통해 사회 전반에 놀라울 정도로 확산된 디자인경영 의식은 지방정부 및 국가 장기정책에의 반영과 국가 브랜드 사업으로도 이어지며, 한국이 디자인 강국으로 부상하는 발판이 되었다. 이렇듯 그는 디자인 산업사에 한 획을 긋는 업적을 남겼다고 평가받고 있으며 이런 평가는 이후 명예경영학박사 학위를 받는 동기가 되기도 하였다. 박 이사장은 1991년 설립한 (재)지봉장학회를 통해 장학사업도 지속해오고 있다. 자신 또한 어려운 환경에서 공부한 경험이 있기에 그들의 고충을 너무나도 잘 알고 있기 때문이다.
역사 순환법칙, 초광속의 변화속,미래를 위한 선택의 순간이 온다
박 이사장은 역사는 그 순환 법칙에 따라 도도히 흘러갈 뿐이라고 역설했다. 또한 향후 5~10년간의 변화는 과거 1000년에 해당하는 급속한 변화가 예상된다고 전망했다. 이 같은 초광속의 변화 속에서 변화를 앞질러 예측하고 주도하는 자만이 미래의 승자가 될 수 있지만 그나마 변화에 따라갈 수 없으면 그것이 개인이든 기업이든 국가든 존립자체가 위태로워질 것이라 경고한다. 우리사회의 가장 심각한 것은 지하의 거미줄 같은 북한의 첩망에 의해 우리사회의 부정적 요소만을 생산해 일부 좌파적 성향의 정계,노동계,교유계등을 통해 확산시킴으로서 변화를 발목 잡고있는 것이라 진단한다. 그는 이번 총선에서 전 국민이 극도의 경각심을 갖고 우리의 운명을 현명하게 선택하여야하는 이유가 바로 여기에있다고 강조하다. 문제는 위기를 위기로 인식하지 못하는 것이 더욱 큰 위기라는 것이다. 특히 그가 당부하고 있는 것은 한․일간의 관계가 기본적으로는 상생 협력의 방향으로 나아가야하지만 역사적·근본적인문제는 알고 짚고 넘어가야 한다는 것이다. 1274년 한.몽 연합군에 의한 일본역사상 최초의 외침에 대해 거대한 태풍, 그들이 자랑하는 ‘신풍’에 의해 위기를 모면한 그들은 그 뒤 300여 년이 지난 1530-1616년 기간의 노부나가, 히데요시, 이에야스 3인의 천하통일기인 1592년 임진왜란 및 뒤이은 정유재란으로 이어졌다. 또다시 300여년이 지난 1868년 메이지유신으로 천황제 채택과 부국강병정책으로 힘을 키운 뒤 군국주의가 득세하자마자 만주국을 세우고 대한제국을 강제 병합한 것을 주목하면, 소위 300년 주기에 따라 21세기 전후가 한반도에 또 어떤 일이 벌어질지 고도의 경각심을 가지고 주목해야한다는 것이다. 특히 최근의 일본의 개헌과 군국주이 부활 조짐에 대한 우리 국민의 우려의 시선은 무리가 아니라는 것이다.
또한 앞으로의 상생협력이 양국의 발전을 위해 중요하지만, 역사 속에서 끊임없이 대륙에의 진출을 시도해 온 일본의 본질을 간과해서는 안 된다는 것이다. “한일해저터널의 건설은 한반도가 반도성을 잃고 통과역에 불과한 비참한 신세로 전락함과 동시에 일본은 더디어 그렇게 바라던 대륙화가 성취되는 결과가 된다. 태평양 연안국의 모든 물류는 동경만으로 몰리고, 이것이 경의선과 경원선을 통해 유럽전역으로 뻗어 나가기 때문에(한반도 통일전제) 동경만이 세계 물류의 중심 축이되기 때문이다.” 최근 불거지는 독도에 대한 일본의 태도를 비춰볼 때 21세기를 전후해 또 다른 대륙 진출시도가 우려된다고 지적한 박 이사장은 이러한 위기를 극복하기 위한 최고의 방편은 ‘통일’이라고 주장했다. 북한의 지하자원과 우리의 기술과 마케팅 능력이 결합되고, 대륙으로의 육로 개통으로 세계시장을 향한 물류비가 절감되면 일본을 능가할 수 있다는 사실은 이미 많은 미래학자들이 분석한 사실이라는 것이다.
하나의 국가가 더 높은 곳으로 나아가기 위한 여정에는 반드시 기존의 틀을 깨고 방향을 전환하기 위한 ‘변곡점’이 존재한다. 대한민국의 경제발전사를 한 그루의 나무로 비유하자면 중요한 3번의 변곡점에는 항상 박판제 이사장의 헌신과 도전이 존재했다. 제1변곡점에서는 청와대 부실기업정리총괄반장으로서 가치치기를 감행했고, 제2변곡점에서는 환경청장으로서 기름지게 퇴비를 주어 무성하게 키워냈으며, 제3변곡점에서는 국제디자인대학원대학교 총장의 역할을 수행하며 아름답게 디자인 조경하여 우람한 관상수로 가꾸었다. 우리 역사의 중요한 순간마다 한 단계씩 도약할 수 있는 동기를 부여하며, 재정경제·정치·환경·디자인 등 국정의 다양한 분야에서 혁혁한 업적을 쌓아온 박판제 이사장. 불의와 타협하지 않는 청렴함과 어떠한 어려움에도 굴하지 않고 항상 발상의 대전환을 통해 대한민국 경제민주화의 초석을 다진 박 이사장의 모습은 지금까지도 수많은 후배 공직자들의 귀감이자 선망의 대상이 되고 있다.
박 이사장은 중소기업 육성과 대기업에 대한 규제완화를 통한 경제민주화, 환경정책과 디자인정책의 국가적 관점에서의 융합, 그리고 한일관계에서의 역사순환법칙에 따른 주도권 잡기를 잘 실행하는 것은 국가적 과업이 될 것이며, 이러한 정책의 초석이 될 이번 총선에 대한 국민들의 판단과 선택이 앞으로 우리의 운명을 좌우할 큰 변곡점이 될 것이라 다시 한 번 강조했다. 앞으로도 박판제 이사장의 열정적이고 진지한 행보가 새로운 역사를 만들어 가는데 유익한 조언이 되길 기대해 본다.

Focusing on environment and design for the future

Walking the path that the sky reserved
Park's 6th ancestor in line was born in Hapcheon, South Gyeongsang Province, and served as Soongjeongdaebu Dongji Joongchubusa (a position of high official in the Joseon Dynasty) and his great-great-grandfather was a landowner of reputation that could produce 500 bags of rice. His grandfather took the state examination three time to save the nation in the late period of Joseon but failed. The King Gojong's advisor Hulbert said "It was difficult to pass the exam which costed each examiner 150 ryang (old Korean currency). Instead of compromising with his moral, Park's grandfather became a leader of Donghak Peasant Revolution and died at the Battle of Hadong at the age of 31. With his family badly off after this, Park even could not enter a middle school but he happened to know about an anecdote of an Italian independence activist; he tried to commit suicide with a gun due to his disappointment and despair but two shots to his head were misfired and the test shot at the third time flew to the ceiling and it was the moment he realized that God did not want to let him die. He carried on his life and achieved a great feat eventually." Much inspired by this story, Park came up to Seoul at the age of 15 against his parents' disapproval. He was robbed all of his money by rascals as soon as he arrived at Seoul Station but luckily he was introduced to Namsan Vocational School in which he worked as a shoeblack during the day and studied at night (middle school course). He then worked shortly as a clerk at the Air Force Printing House Seoul Office at the second grade of the school but was suffered from tuberculosis due to a poor working environment and condition. He recovered from the illness in 8 months and entered Duksoo Commercial High School, a famous night school. He shortly worked as an acting manager of the office which was almost closed but he finally entered Korea University. Everybody around him was pleased when they heard the news on a bright sunny day and this was the starting point where Korea would meet a talented future leader in finance and economic reform.
The change of conception to create a foundation for innovation
Park passed Chartered Accountant Examination when he was a junior student in 1963 and was appointed as a finance office and collecting chief when he served in ROTC. He was the first military officer participating in the policy meeting of Army Headquarters and won the grand prize at the Great Debate Competition for Introducing Combined Accounting System. After discharged from military service, he slept about 3 hours a day to pass the Higher Civil Service Examination which he did. In early 70s, he was appointed as the Blue House's general head who managed insolvent enterprises. He closed 55 insolvent enterprises for 2 years and carried out M&A in the steel, car, ship building, P.V.C and fishing industries in order to harden the foundation for economic development. When he served as the head of stock in the Ministry of Finance, he increased 49 listed companies in the stock exchange to 400 and moved the stock market base to the current Yeouido from Myeong-dong. When he served for Finance Division of the Special Committee for National Security Measures, he announced '9.27 Strengthening Measures for Industrial Structure and organized major companies' affiliated companies and their real estate to promote only the core businesses. He also introduced 'Corporation External Audit Act' for the first time to check on chartered accountants belonging to a company. Park said "Ho Chi Minh said after the unification 'The poor becomes rich, the rich becomes richer'. We are experiencing economic slow down at the moment and we need to support major companies while check on their excessive control over SMEs as well as introduce realistic unit price and promote SMEs and venture enterprises in order to break through this hardship." When Park served as a presidential secretary for audit and inspection, he carried out Anti Request Campaign and Consciousness Reform Campaign in order to establish fairness and justice in our society. Our history tells us that the 48 random political parties and overheated election in 1950 was one of the reasons which brought the Korean War and the government's fraudulent election which sparked 4.19 Movement brought a collapse to the regime. Park's firm will for reformation even led an arrest of a candidate of the ruling party of the time and this of his will became the momentum to prevent rigged elections.
"Our future is all about environment and design"
Park's ability was once more shown in the Asian Games in 1986 and the Seoul Olympics in 1988. He was Minister of Environment around that time and North Korea and the activists in the South kept bringing up the subject on environmental pollution in Seoul and the level of acid rain actually backed up this. To solve the issue, Park brought up the effective slogan 'The Clearer and The Greener' and encouraged the public to participate in the campaign with which he significantly improved the public recognition on environment issues. He also reorganized 6 local environment offices, the Korea Environment Corporation, and Paldang Imho Laboratory to create a foundation for environmental administration. He particularly focused on unleaded gasoline and low-emission vehicles. He had to face a strong objection from the 3 giant car producers as a result but his firm will opened the age of eco-friendly vehicles in Korea. He also applied the US standard to domestic car production to reduce air pollution. Park also secured the 20,000 square meter landfill in Gimpo that can last for over 100 years and secured another large landfill around the capital area that can last for over 300 years by connecting Yeongjongdo, Ganghwado, Jindo and Yeoldo. For his contribution, Park received '20C Brilliant Environment Protector Awards'. After retirement, he read over 350 books in four areas of history, philosophy, religion and the materialistic conception of history in addition to his completed reading of the Bible in both Korean and English. When Park ran as an independent for the 14th and 15th general election and failed, he was offered instead the position of Chancellor of International Graduate School of Design. He then realized that design combined with technology and planning are important elements for a nation to be an advanced country and started to improve the public recognition. Park often says "One creative or imaginative designer is a non-pollutant factory." He opened 'New Millenium Course' and 'New Vision Course' with which he fostered 300 owner-level students and 400 professional managers and SME leaders with the support of IDAS KOREA Alumni. This actually became a foundation for many Korean companies to introduce design-centered management and affected numerous national policies and national brand projects. For his contribution to the field, he received an honorary PhD in management. Park also established Jibong Scholarship Committee in 1991 to help those talented students in financial need.
Following the law of circulation
Park says that the history just follows the law of circulation and the current 5 to 10 years of change is equivalent to a 1,000 year change in the past. He continues "Those who predict and lead the future can be the winners of the coming age and some North-friendly-left wingers' provocation in politics, and labor and educational world is the most serious problem that drag the change of South Korea. Therefore, we must be careful who we should vote for at the coming general election." He also emphasizes that Korea-Japan relations should take a win-win direction but the right understanding of history is also very important. He thinks that wars around the Korean peninsular broke out on the cycle of 300 years; the Allied Force of Korea and Mongolia's invasion of Japan in 1274, for example, took place in order to end the Japan's constant plundering the coastal villages of the Korean Peninsular. Japan might had been completely shattered if the storm (Shinpoong: God's Storm named by Japan) did not blew up and swallowed many warships down to the bottom of the sea. After around three hundred years in 1592, Japan invaded Korea (Imjin War) which lasted for 6 years. Then after around yet another three hundred years in 1910, Japan annexed Korea with the power and ambition gained through Meiju Restoration in 1868 which made Japan emerged as a modernized nation in the early 20th century. For this reason, Park says that we had better prepare for the cycle of next 300 years as he points out the recent constitutional reform and militarism of Japan as a sign of this cycle. He continues "Korea-Japan Undersea Tunnel might be disadvantageous for us as Japan might use it for the goods in Tokyo to reach Europe through the Korean Peninsular." Park's solution for this is a unified Korea. With the North's underground resources and the South's technology and marketing, we can surpass Japan by using overland routes up through the North according to many futurologists. There always was a knee point in our history. And Park has been always there with his devotion and challenge: first as the Blue House's general head, secondly as Minster of Environment, and thirdly as Chancellor of International Graduate School of Design. Through these roles, Park contributed to the advancement of finance, politics, environment and design in Korea. For this reason, he has been a highly respected figure among many young public servants. Park emphasized one more time that Korea needs to push forward deregulation, economic democracy, integration of environment and design, and taking initiative in Korea-Japan relations for a bright future and the public need to carefully choose who to vote for at the coming general election for our nation. |
