Park's 6th ancestor in line was born in Hapcheon, South Gyeongsang Province, and served as Soongjeongdaebu Dongji Joongchubusa (a position of high official in the Joseon Dynasty) and his great-great-grandfather was a landowner of reputation that could produce 500 bags of rice. His grandfather took the state examination three time to save the nation in the late period of Joseon but failed. The King Gojong's advisor Hulbert said "It was difficult to pass the exam which costed each examiner 150 ryang (old Korean currency). Instead of compromising with his moral, Park's grandfather became a leader of Donghak Peasant Revolution and died at the Battle of Hadong at the age of 31. With his family badly off after this, Park even could not enter a middle school but he happened to know about an anecdote of an Italian independence activist; he tried to commit suicide with a gun due to his disappointment and despair but two shots to his head were misfired and the test shot at the third time flew to the ceiling and it was the moment he realized that God did not want to let him die. He carried on his life and achieved a great feat eventually." Much inspired by this story, Park came up to Seoul at the age of 15 against his parents' disapproval. He was robbed all of his money by rascals as soon as he arrived at Seoul Station but luckily he was introduced to Namsan Vocational School in which he worked as a shoeblack during the day and studied at night (middle school course). He then worked shortly as a clerk at the Air Force Printing House Seoul Office at the second grade of the school but was suffered from tuberculosis due to a poor working environment and condition. He recovered from the illness in 8 months and entered Duksoo Commercial High School, a famous night school. He shortly worked as an acting manager of the office which was almost closed but he finally entered Korea University. Everybody around him was pleased when they heard the news on a bright sunny day and this was the starting point where Korea would meet a talented future leader in finance and economic reform.

The change of conception to create a foundation for innovation

Park passed Chartered Accountant Examination when he was a junior student in 1963 and was appointed as a finance office and collecting chief when he served in ROTC. He was the first military officer participating in the policy meeting of Army Headquarters and won the grand prize at the Great Debate Competition for Introducing Combined Accounting System. After discharged from military service, he slept about 3 hours a day to pass the Higher Civil Service Examination which he did. In early 70s, he was appointed as the Blue House's general head who managed insolvent enterprises. He closed 55 insolvent enterprises for 2 years and carried out M&A in the steel, car, ship building, P.V.C and fishing industries in order to harden the foundation for economic development. When he served as the head of stock in the Ministry of Finance, he increased 49 listed companies in the stock exchange to 400 and moved the stock market base to the current Yeouido from Myeong-dong. When he served for Finance Division of the Special Committee for National Security Measures, he announced '9.27 Strengthening Measures for Industrial Structure and organized major companies' affiliated companies and their real estate to promote only the core businesses. He also introduced 'Corporation External Audit Act' for the first time to check on chartered accountants belonging to a company. Park said "Ho Chi Minh said after the unification 'The poor becomes rich, the rich becomes richer'. We are experiencing economic slow down at the moment and we need to support major companies while check on their excessive control over SMEs as well as introduce realistic unit price and promote SMEs and venture enterprises in order to break through this hardship." When Park served as a presidential secretary for audit and inspection, he carried out Anti Request Campaign and Consciousness Reform Campaign in order to establish fairness and justice in our society. Our history tells us that the 48 random political parties and overheated election in 1950 was one of the reasons which brought the Korean War and the government's fraudulent election which sparked 4.19 Movement brought a collapse to the regime. Park's firm will for reformation even led an arrest of a candidate of the ruling party of the time and this of his will became the momentum to prevent rigged elections.

"Our future is all about environment and design"

Park's ability was once more shown in the Asian Games in 1986 and the Seoul Olympics in 1988. He was Minister of Environment around that time and North Korea and the activists in the South kept bringing up the subject on environmental pollution in Seoul and the level of acid rain actually backed up this. To solve the issue, Park brought up the effective slogan 'The Clearer and The Greener' and encouraged the public to participate in the campaign with which he significantly improved the public recognition on environment issues. He also reorganized 6 local environment offices, the Korea Environment Corporation, and Paldang Imho Laboratory to create a foundation for environmental administration. He particularly focused on unleaded gasoline and low-emission vehicles. He had to face a strong objection from the 3 giant car producers as a result but his firm will opened the age of eco-friendly vehicles in Korea. He also applied the US standard to domestic car production to reduce air pollution. Park also secured the 20,000 square meter landfill in Gimpo that can last for over 100 years and secured another large landfill around the capital area that can last for over 300 years by connecting Yeongjongdo, Ganghwado, Jindo and Yeoldo. For his contribution, Park received '20C Brilliant Environment Protector Awards'. After retirement, he read over 350 books in four areas of history, philosophy, religion and the materialistic conception of history in addition to his completed reading of the Bible in both Korean and English. When Park ran as an independent for the 14th and 15th general election and failed, he was offered instead the position of Chancellor of International Graduate School of Design. He then realized that design combined with technology and planning are important elements for a nation to be an advanced country and started to improve the public recognition. Park often says "One creative or imaginative designer is a non-pollutant factory." He opened 'New Millenium Course' and 'New Vision Course' with which he fostered 300 owner-level students and 400 professional managers and SME leaders with the support of IDAS KOREA Alumni. This actually became a foundation for many Korean companies to introduce design-centered management and affected numerous national policies and national brand projects. For his contribution to the field, he received an honorary PhD in management. Park also established Jibong Scholarship Committee in 1991 to help those talented students in financial need.

Following the law of circulation

Park says that the history just follows the law of circulation and the current 5 to 10 years of change is equivalent to a 1,000 year change in the past. He continues "Those who predict and lead the future can be the winners of the coming age and some North-friendly-left wingers' provocation in politics, and labor and educational world is the most serious problem that drag the change of South Korea. Therefore, we must be careful who we should vote for at the coming general election." He also emphasizes that Korea-Japan relations should take a win-win direction but the right understanding of history is also very important. He thinks that wars around the Korean peninsular broke out on the cycle of 300 years; the Allied Force of Korea and Mongolia's invasion of Japan in 1274, for example, took place in order to end the Japan's constant plundering the coastal villages of the Korean Peninsular. Japan might had been completely shattered if the storm (Shinpoong: God's Storm named by Japan) did not blew up and swallowed many warships down to the bottom of the sea. After around three hundred years in 1592, Japan invaded Korea (Imjin War) which lasted for 6 years. Then after around yet another three hundred years in 1910, Japan annexed Korea with the power and ambition gained through Meiju Restoration in 1868 which made Japan emerged as a modernized nation in the early 20th century. For this reason, Park says that we had better prepare for the cycle of next 300 years as he points out the recent constitutional reform and militarism of Japan as a sign of this cycle. He continues "Korea-Japan Undersea Tunnel might be disadvantageous for us as Japan might use it for the goods in Tokyo to reach Europe through the Korean Peninsular." Park's solution for this is a unified Korea. With the North's underground resources and the South's technology and marketing, we can surpass Japan by using overland routes up through the North according to many futurologists. There always was a knee point in our history. And Park has been always there with his devotion and challenge: first as the Blue House's general head, secondly as Minster of Environment, and thirdly as Chancellor of International Graduate School of Design. Through these roles, Park contributed to the advancement of finance, politics, environment and design in Korea. For this reason, he has been a highly respected figure among many young public servants. Park emphasized one more time that Korea needs to push forward deregulation, economic democracy, integration of environment and design, and taking initiative in Korea-Japan relations for a bright future and the public need to carefully choose who to vote for at the coming general election for our nation.
